噴鼻港“一國兩制”研討中間研討總監方船指出，開幕式主創團隊融會三地人才，體現了三地文明資源的整合與軌制協作的能夠性。這種一起配合是“一國兩制”下多元共融的真實寫照。
籌備中，團隊曾提出“三地配合點火、設置三個火把塔”的參展計劃，但因三地文明差異與操縱流程分歧，該計劃難以落地。最終，團隊確平面設計定了“三地同步升國旗、唱國歌”的環節。這一細節恰好提醒出“此刻，她看到了什麼？一國兩制”的實踐聰明：尊敬差異、求同存異，堅守“一國”之本、善用“兩制”之利。
歷經一年多磨合，開幕式在廣東互動裝置奧體中間的齊心圓空間拉開帷幕。粵港澳代表團同時進場，“同根同源、齊心同緣、同夢同圓”三年夜篇章順次鋪展，嶺南文明、水元素與人工智能等前沿科技深度融會，打造沉醉式“古今對話”，細節中滿是年夜灣區人的集體記憶。
賽事期間，6000多名內地人員赴港澳、3000多名港澳人員來內地參包裝設計賽，創歷史新高。此次港澳參與承辦全國性體育賽事，彰顯了“一國”之下的軌制包涵。同時，全運會為三地衝破軌制性障礙、實現協同發展供給了先行先試沈浸式體驗的平臺，讓粵港啟動儀式澳融會在實踐中不斷深化。
